Do you know the requirements for FTCA deeming and redeeming applications for calendar year 2020?


In order to be deemed or redeemed for calendar year 2020, the Health Center must demonstrate meeting the Federal Tort Claims Act (FTCA) requirements for risk management, quality improvement (QI)/quality assurance (QA), credentialing and privileging, and claims management.


HRSA’s PAL 2019-02 describes the process for Health Center Program grantees.


All FTCA deeming applications should be submitted through the FTCA deeming module within the EHBs.
The EHBs system will be available starting May 17, 2019.

For Initial Deeming Applications, a health center can submit at any time during the year after May 17, 2019. HRSA suggests that award recipients request initial deeming well in advance of their desired coverage start date.


For Redeeming Applications, a health center should submit a redeeming application by July 1, 2019, in order to be eligible to be deemed during CY 2020 without a gap in coverage.


HRSA may conduct a site visit, either randomly or as a result of other factors, to any health center seeking deeming to ensure compliance with deeming application requirements.
